Liquor License Review Endorsement
The granting, denying, or renewing of liquor licenses throughout the state is a function of the Oregon Liquor Control Commission (OLCC).
As part of their process, OLCC requires applicants to apply to their local governing body for an endorsement. For those applicants whose business location is in the unincorporated areas of Benton County, that governing body is the Benton County Board of Commissioners.
The Board of Commissioners have designated the Sheriff to process and review applications. The purpose of this review is to file either a favorable or an unfavorable recommendation with the OLCC.
The review process is designed to ensure that those selling or dispensing liquor (including beer and wine) meet community expectations and conduct business in a “lawful, peaceful, safe, and sanitary manner.” [Benton County Code, Chapter 33]
Which local governing body do I contact?
The Benton County Sheriff’s Office processes applications for businesses or special events in the unincorporated areas of Benton County.
If the area you will be selling or serving alcohol is in an incorporated city, such as the City of Corvallis or the City of Philomath, DO NOT submit your application to the County. You will need to contact the appropriate city government authority for processing.
How long can this take?
State law allows local governments up to 45 days to review and make recommendations to the OLCC, so those seeking license approval are encouraged to start early.
